5. Penrith Panthers

I always hate doing this (it's boring) but there is every chance To'o remains at Penrith.

To'o and his management may walk into any supposed meeting and be shut down out of hand.

This is the best winger in the world we are talking about here. He is contracted.

There's no reason Penrith can't shift some things and free up some extra cash to keep To'o happy either. They probably owe it to him.

While Crichton, Burton, Kikau etc have all cashed in, To'o has just chipped away and played a massive part in their back to back to back titles.

Perhaps it's just a power play? Maybe he's just got itchy feet and needs to be reminded of what he has at the foot of the mountains?
